‘Governing Water’ is a community water governance guide that enables community facilitators, leaders and teachers in Fiji to mobilize communities in improving access to water and its effective use.

The guide outlines the bigger issues of water use and its implications for governance and development, before using examples from communities to outline the particular challenges of water supply and solutions to problems. The Community Water Governance Guidethen places power in the hands of local communities, by showing how to use Learning Circles to capture community members’ experience, knowledge and skills, which are in turn used to make decisions and formulate plans that address water shortages and other water-related issues.
